Kherson Approves Financial Plan for the Municipal Guard

The Kherson municipal enterprise “Municipal Guard” plans to receive 32 million hryvnias in earmarked funding in 2027. The enterprise’s total revenue is projected at 36.6 million hryvnias, while expenses are expected to be the same.
The enterprise’s financial plan for 2027 was approved by Yaroslav Shanko, head of the Kherson Municipal Guard, via his order.
According to the document, net revenue from the enterprise’s services is expected to total 4.2 million hryvnias.
The largest portion of this amount—3.3 million hryvnias—is expected to come from security services. An additional 680,000 hryvnias are expected from the protection of facilities using centralized surveillance systems, 140,000 hryvnias from the monitoring and maintenance of fire alarm systems, and 60,000 hryvnias from installation services.
The main source of revenue will remain earmarked funding from the budget —32 million hryvnias. The company also plans to receive an additional 415,200 hryvnias as deferred income related to the depreciation of previously acquired assets.
“Municipal Guard” expenses for 2027 are also projected at 36.6 million hryvnias. Of this amount, approximately 29.3 million hryvnias are to be allocated for labor costs. The document sets the average monthly labor costs per employee at 17,400 hryvnias.
The enterprise plans to increase the average number of employees from 138 in 2026 to 140 in 2027. Specifically, the staffing plan includes 13 administrative and managerial staff members, 124 employees in other categories, and the director.
The company plans to allocate a total of 14 million hryvnias for the payment of taxes, fees, and mandatory contributions to budgets and social funds. The financial plan does not provide for any capital investments in 2027.
