Kherson Approves Budget for a Three-Year Plan to Rebuild and Protect the Community

Kherson has approved a public investment plan for 2027–2029. The largest share of funding is earmarked for education, municipal infrastructure, and public safety.

Yaroslav Shanko, head of the Kherson City Military Administration, signed an order regarding the plan for priority public investments for 2027–2029. 

The document outlines the main areas where the community plans to allocate budget funds over the next three years.

According to the plan, the total maximum amount of public investments for 2027–2029 is projected at 94.179 million UAH. UAH 29.5 million is allocated for 2027, UAH 31.5355 million for 2028, and UAH 33.1438 million for 2029. The document states that funding is to be provided from the local budget.

The largest share of investments is planned to be allocated to education and science—32.021 million UAH. An additional 27.312 million UAH is earmarked for municipal infrastructure and services. UAH 13.656 million is planned for public safety, UAH 9.104 million for healthcare, UAH 5.462 million for housing, UAH 3.767 million for the environment, and culture and information—2.857 million UAH. 

At the same time, security has been identified as a fundamental cross-cutting goal of the Kherson community’s investment policy due to its frontline status. The plan calls for the development and modernization of shelters in educational, healthcare, and cultural institutions; improving fire safety and physical security; ensuring energy independence for critical infrastructure; and bringing the public alert system up to 100% operational capacity.

In addition to safety, the cross-cutting goals for 2027–2029 include energy efficiency, digitalization, climate change response, gender equality, and accessibility. In total, the plan identifies seven priority sectors: education and science, municipal infrastructure and services, public safety, healthcare, housing, the environment, and culture and information.

Mykolaiv has also determined which sectors it plans to target with public investments in 2027–2029. Funding for the three-year period totals over 911 million hryvnias.

And at the end of July, the Odesa Investment Council approved a 49-billion-hryvnia development plan. Following the meeting, an updated Unified Project Portfolio (UPP) for the third quarter was approved, which currently includes 750 projects and 3 public investment programs.
