In Chornomorsk, the water utility announced its intention to raise water rates

The municipal utility “Chornomorskvodokanal” has announced its intention to revise the rate for centralized water supply and wastewater services. 

According to the utility, residents of Chornomorsk currently pay 64.98 UAH per cubic meter for water and wastewater services. If the new rate is approved, the fee will increase by 46.74 UAH per cubic meter, or 71.9%.

Why They Want to Raise the Rate

The company cites the rising cost of water—which “Chornomorskvodokanal” purchases from its subsidiary “Infoksvodokanal”—as the main reason.

As of August 15, the cost of one cubic meter of purchased water rose from 15.82 to 20.63 hryvnia, including VAT. Thus, the cost of water for the company increased by 4.81 hryvnia, or 30.4%.

As a result, according to the company’s calculations, its expenses for centralized water supply will increase by 23.7 million hryvnias per year, or approximately 2 million hryvnias per month.

"Chornomorskvodokanal" notes that the company has no other sources to cover these additional costs.

What the rate might be

The company recalculated the rate solely due to the increase in the cost of purchased water. According to the company, the other components of the rate remained unchanged.

As a result, the company proposes setting the total rate at 111.72 hryvnias per cubic meter:

• 59.46 hryvnia — centralized water supply;
• 52.26 hryvnia — centralized wastewater disposal.

For wholesale consumers, the proposed rate will be 59.76 hryvnia per cubic meter.

Meanwhile, the tariff of 64.98 hryvnia per cubic meter, established back in 2024, remains in effect for the general public. The general public is the largest consumer of “Chornomorskvodokanal” services: it accounts for 75.2% of water consumption and 70.7% of wastewater disposal.

What Will Happen Without a Rate Increase

The company has warned that without a rate adjustment, problems may arise with payments for services and energy.

According to “Chornomorskvodokanal,” if an economically justified rate is not established, the company will be unable to operate stably and at full capacity due to a lack of funds to make timely payments to suppliers.

At the same time, the proposed rate does not yet mean an automatic increase in bills for residents. This is a calculation by the company that must be reviewed and approved by local government authorities.

The company also emphasized that rates vary across different communities. They are influenced by the costs of producing and purchasing water, the number of consumers, and the volume of services used.
