A company with no competitors was selected to renovate the swimming pools in Chornomorsk

The municipal enterprise “Yunist Sports Palace” of the Black Sea City Council in the Odesa Region conducted a procurement process to select a company to perform a major overhaul of the general ventilation system in the swimming pool facilities, gymnastics hall, and wrestling hall.

This was reported on the Prozorro electronic procurement platform.

The procurement was conducted as an open tender with specific conditions, and the sole bidder was RSK Odesa Limited Liability Company. If a contract is signed, the company will be required to complete the work by December 31, 2026. It expects to receive 10 million 583,500 hryvnias for this work. 

According to the YouControl service, RSK Odessa LLC was registered in 2017 in Odesa. The owner is Yulia Savshak, a resident of Odesa. 

As reported by the publication “Anticorruption Dimension,” in late 2024, law enforcement began investigating procurements by the Black Sea branch of the state-owned enterprise “AMPU” under the charge of official forgery. Investigators believe that the management of the Black Sea branch of the state-owned enterprise “AMPU” entered into contracts with predetermined companies, effectively tailoring the terms of the tenders to suit them. Competition among participants appeared to be artificial; as stated in the court ruling, agreements were also concluded with other firms that did not bid on major contracts in order to create the appearance of fair competition.
