The AMCU has penalized participants in a conspiracy involving land auctions in the Odesa region

Antitrust authorities uncovered collusion between a farming enterprise and a business owner during their participation in four land auctions in the Savran community of Odesa Oblast. They were fined more than half a million hryvnias for violating the law.
This was reported by the Southern Interregional Territorial Branch of the Antimonopoly Committee of Ukraine.
The case involves the agricultural enterprise “SAVRAN AGROTECH SERVICE” and sole proprietor D.O. Hruban.
According to the AMCU, they coordinated their actions during the preparation for and participation in four auctions for the sale of land lease rights, which the Savran Town Council held in 2024–2025.
During the investigation, antitrust authorities established a number of facts which, in their opinion, indicate coordinated behavior among the bidders.
Consequently, on July 28, 2026, the Administrative Board ruled that their actions constituted anti-competitive concerted practices that distorted the results of the auctions.
For this, the agricultural enterprise and the entrepreneur were fined a total of 528,652 hryvnias.
As Intent has determined, these are auctions for which information is posted on the Prozorro.Sales platform. Among them is an auction for the right to lease a 20-hectare plot of land near the village of Kam’yane in the Podilskyi District. The starting annual rent was 85,700 hryvnias, and following the auction, it rose to 430,001 hryvnias.
Another auction involved a 15.8-hectare plot of land near the same village. The initial lease price was 72,700 hryvnias, and the final price reached 330,001 hryvnias.
Also up for auction was a 4.55-hectare plot of land near the village of Yosypivka in the same district. The starting rent was 24,500 hryvnias, and the winning bid was 45,956 hryvnias.
