Odessa's housing and communal services agencies purchased 60 million worth of cleaning equipment from a single company

Two municipal enterprises in Odesa—“Chornomorsky” and “Fontansky”—are purchasing street-sweeping and cleaning machines for a total of 60.12 million hryvnias. Only one company submitted bids for both tenders, and that company was declared the winner.

This is according to data from the Prozorro system.

The municipal enterprise “ZhKS ‘Chornomorskyi’” announced a tender to purchase a self-propelled street sweeper with interchangeable attachments worth 31.79 million hryvnias.

The municipal enterprise “ZhKS ‘Fontansky,’” in turn, intends to purchase City Ranger 2260 multifunctional sweeper-cleaners or their equivalent for 28.33 million hryvnias.

Both auctions were held in late August as open tenders with special conditions. Only one company, “GLOBUS-AVTO” LLC, submitted bids for both tenders and emerged as the winner in both cases.

The prices did not change as a result of the bidding and remained as originally announced. The contracting authorities are currently awaiting the signing of the agreement with the contractor.

According to the YouControl system, GLOBUS-AVTO LLC was registered in Odesa back in January 2002. The company is engaged in the manufacture of motor vehicles, as well as the sale of other motor vehicles and their maintenance. Natalia Ozernyuk is the company’s director and authorized signatory, while Roman Shuvalov is listed as the founder and ultimate beneficial owner with a 100% stake in the authorized capital.

As reported by “Intent,” in June 2026, members of the Odesa City Council were convened for an extraordinary session to increase the authorized capital of a number of municipal enterprises. At that time, it was decided to increase the authorized capital for 13 municipal enterprises, including the housing and utility services “Chornomorskyi” and “Fontanskyi.”
