In the Odesa region, a winner was selected for a tender worth nearly 80 million with a complicated history

The Department of Education, Culture, Tourism, Youth, and Sports of the Fontanka Village Council in the Odesa District of the Odesa Region has selected a contractor for the renovation of the “Kryzhanivsky” Lyceum building, including the installation of civil defense facilities.

The corresponding announcementwas publishedon September 8 on the Prozorro e-procurement platform.

The procurement was conducted as an open tender with specific conditions, and the sole participant was the limited liability company "Roadbudpivden," which, if the contract is signed, will be required to complete the work by December 31, 2028, for 79,199,800 hryvnias.

According to the YouControl service, Roadbudpivden LLC was registered in July 2025 in the village of Fontanka, Odesa District. The owner isSerhiy Strokin, a resident of the village of Novi Bilyary. Although Roadbudpivden LLC has been in operation for only one year, the company has already secured government contracts worth more than 275 million hryvnias, of which approximately 267 million hryvnias were awarded in the first half of 2026 alone. The company’s clients include the “Water Supply and Sewerage” Municipal Enterprise, the “Local Road Service” State Non-Profit Association, the Capital Construction Department of the Fontanka Village Council, the Southern Branch of the State Enterprise “Administration of Seaports of Ukraine,” and the municipal enterprise “Spetstrans.”
