Businesses in the Odesa region owe 1.6 billion in taxes

As of July 1, 2026, entrepreneurs in the Odesa region owed the government 1.6 billion hryvnias in taxes. The Odesa region ranked second in Ukraine in terms of the total tax debt owed by sole proprietors.

Only entrepreneurs in Kyiv owed more in taxes—2.61 billion hryvnias. In third place is the Kyiv region, where sole proprietors’ debt totals 1.37 billion hryvnias. Together, Kyiv, the Odesa region, and the Kyiv region account for about one-third of the country’s total tax debt owed by sole proprietors.

 Odesa Oblast also ranks second in terms of the number of sole proprietors who owe taxes. There are 119,470 such entrepreneurs in the region. Only the Kyiv region has more—182,643. The Kharkiv region ranks third, with 101,496 individual entrepreneurs in debt.

In total, about 1.5 million sole proprietors in Ukraine owe taxes, collectively failing to pay 16.6 billion hryvnias in taxes. On average, each indebted entrepreneur owes about 11,000 hryvnias in unpaid taxes.

Since the beginning of 2026, the number of sole proprietors with tax debts has increased by 3%, while the total amount of debt has decreased by 300 million hryvnias.

Compared to the start of the full-scale invasion, the number of individual entrepreneurs with tax debts has more than doubled—by 840,000. During the same period, the amount of unpaid taxes rose by 9.6 billion hryvnias.
