Former boiler house in Izmail district to be transformed into an Administrative Service Center

Katlabuzka village council of Izmail district, Odesa region, has announced a procurement to select a contractor to be paid for the reconstruction of a non-residential building - a former boiler house - to equip the premises of the Center for Administrative Services.
The relevant announcement was published in the Prozorro electronic procurement system.
The auction with an expected purchase price of UAH 12 million 566.7 thousand is to be held on December 20 in the format of an open tender with special conditions.
On November 12, a meeting of the 54th regular session of the Suvorov village council of Izmail district was held. The key issue on the agenda was the renaming of the village council and its executive committee to Katlabuzka village council and the executive committee of Katlabuzka village council, respectively.
Open bidding with special features means that almost all terms are shorter than they were in open bidding under the Law on Public Procurement. That is, this procurement is much faster than open tenders.
The period for submitting proposals is seven calendar days, and the period for challenging qualifications is five calendar days. Often, there is no auction during such tenders, so the participant has no competitors.
However, after the start of the full-scale invasion, the Cabinet of Ministers of Ukraine temporarily changed the rules for bidding for the period of martial law in Ukraine and within 90 days from the date of its termination or cancellation. Thus, the government temporarily canceled electronic auctions. Since then, tenders announced in Prozorro can be held without an auction.
For example, the Department of Municipal Economy of the Odesa City Council selected Stroy-Invest-Group-7, a limited liability company, as the only bidder for the right to restore an apartment building at 8-B Shevchenko Avenue, damaged as a result of the armed aggression of the Russian Federation.
