Two companies were fined for bid-rigging in Pivdennoukrainsk

Antitrust authorities uncovered a collusion between two companies from Pervomaisk regarding the procurement of services for the renovation of a school in Pivdennoukrainsk, Mykolaiv Oblast.

This was reported by the Southern Interregional Territorial Branch of the Antimonopoly Committee of Ukraine.

The companies in question are “Gospodar-2” LLC and “Persha Ukrainska Budivelnaya” LLC, which participated in the 2024 procurement process for the major renovation of Lyceum No. 2. The contracting authority was the Construction and Repair Department ofthe PivdennoukrainskCity Council.

During its review of the case, the AMCU established facts which, in the agency’s opinion, indicate coordinated conduct by the two companies during the preparation for and participation in the bidding process.

Recently, the Administrative Board of the AMCU’s Southern Regional Office ruled that the companies’ actions constituted anti-competitive concerted practices that led to a distortion of the bidding results.

The companies were fined a total of 136,000 hryvnias.

According to the YouControl service,“Gospodar-2” LLC was registered in November 2012 in Pervomaisk, Mykolaiv Oblast. Its owner and ultimate beneficiary is Petro Pestov, who also serves as the director. He owns 100% of the company. 

"Persha Ukrainska Budivelna" LLC was registered in September 2022. The company is also registered in Pervomaisk, Mykolaiv Oblast. The owner and ultimate beneficiary is Oleksandr Materyga, who owns 100% of the company. The director is Mykola Dekhtyarenko.
