The Odesa Region Recovery Service Will Spend 85 Million on Shelters Near the Borders

The Odesa Region Infrastructure Restoration Service has announced four tenders for the installation of 39 mobile shelters at checkpoints and on access roads. The total cost of the procurements is nearly 85 million hryvnias.

The largest tender involves the installation of 12 primary mobile shelters for 26.8 million hryvnias. Four shelters, each accommodating 20 people, are planned to be installed at the “Reni–Giurgiulești” international border crossing point, and another six on the access road to the M-15 Odesa–Reni highway. Two shelters, each accommodating 10 people, will be installed near the “Dolynske–Cismikioi” border crossing.

Another tender worth 24 million hryvnias calls for the installation of 11 shelters. Two shelters, each accommodating 20 people, are planned for the “Vynogradivka–Vulcanesti” and “Tabaki–Mirne” border crossing points, as well as on the access roads leading to them. Three more shelters, each accommodating 10 people, will be installed near the “Novi Troiany–Chadir-Lunga” border crossing point.

As part of the third tender, eight temporary shelters are planned to be set up. One shelter for 20 people will be installed at the “Serpneve–Basarabiaska” border crossing. The remaining seven will each accommodate 10 people: one each at the “Maloyaroslavets 1–Chadir-Lunga” and “Lisne–Seits” border crossing points, two each on the access roads to the “Maloyaroslavets First” and “Serpneve” checkpoints, and one more on the section of the highway between the “Lisne” and “Maloyaroslavets First” checkpoints.

Three shelters are to be installed by December 31, 2026, and another five by February 1, 2027. The contract value is 15.6 million hryvnias.

The fourth tender calls for the installation of eight shelters, each with a capacity of 20 people. Four of them will be located at the “Starokozache–Tudora” checkpoint, and the other four on the access road section of Highway R-72 from the “Starokozache” checkpoint to Bilhorod-Dnistrovskyi.

Delivery has also been divided into two phases: four shelters are to be installed by December 31, 2026, and four by February 1, 2027. The value of this tender is 18.3 million hryvnias.

Delivery for all four procurements is planned to be carried out in two stages. Some of the shelters are to be installed by December 31, 2026, and the rest by February 1, 2027.

The shelters must provide protection for four hours, withstand shock waves, and protect against debris. The interior will feature seating areas, ventilation, lighting, electrical outlets, and electric convector heaters. The design does not include water supply, sewage systems, or restrooms.

The minimum area of a shelter for 10 people is 6 square meters, and for 20 people—12 square meters. Their protective properties must be confirmed by appropriate tests and documentation.

As previously reported by Intent, on October 5, near the Moldovan-Ukrainian border at the “Palanka–Mayaki-Udobne” border crossing, a shell fell and ricocheted into a passenger bus.
