The heads of Mykolaiv's municipal non-profit healthcare enterprises declared a total of over UAH 27.9 million in income and UAH 12.9 million in savings. The Center for Public Investigations, together with Intent, analyzed the financial reports of 14 heads of city healthcare facilities for 2025.
The study covered the declarations of the heads of city hospitals #1, #3, #4, #5, city children's hospital #2, maternity hospital #3, and primary health care centers #1-7. In 2024, maternity hospitals #1 and #2 ceased to exist as separate institutions and were reorganized. Reorganization is also planned for maternity hospital No. 3, which is run by Oleh Ishchenko.
Larysa Dergunova, acting head of City Hospital No. 4, has the highest total family income: UAH 5.6 million. Dergunova's personal income amounted to UAH 1.29 million, including a salary of UAH 954 thousand, a part-time job of UAH 125 thousand, and a pension of UAH 214 thousand. The bulk of the family income - UAH 4.08 million - came from her husband Serhiy Dergunov 's business. In addition, he received a pension of UAH 227 thousand. Overall, the family earned 12 percent less than in 2024.

The second highest income earner was the former acting director of the Primary Healthcare Center No. 1, Ruslana Bernatska (Omelyanchuk until 2025): 2.95 million hryvnias of her own income alone. Of this amount, UAH 2.10 million is from entrepreneurial activity, UAH 503 thousand is salary, UAH 299 thousand is social payments, and UAH 31 thousand is property rent. Compared to 2024, Bernatska's income increased by 165 percent. Since 2025, Olena Skuratovska has been the acting director of the City Hospital No. 1, and she declared 950 thousand hryvnias of income.
The director of City Hospital No. 3, Yuriy Dyachuk, declared 2.39 million hryvnias of family income, which is one percent less than in 2024. Dyachuk's personal income amounted to UAH 1.39 million: salary of UAH 1.05 million, pension of UAH 184 thousand, part-time job of UAH 142 thousand, and rental income of UAH 14 thousand. His wife Olena declared one million hryvnias: a salary of 648 thousand hryvnias and 353 thousand hryvnias from the sale of movable property.
Acting Director of the Primary Health Care Center No. 5, Hanna Petrova, received UAH 2.36 million from her own income. A significant part of it - UAH 1.34 million - came from the sale of a 48-square-meter apartment in Mykolaiv. The rest was a salary of UAH 712 thousand, a pension of UAH 172 thousand, and a part-time job of UAH 136 thousand. Compared to 2024, the income increased by 118 percent.
Lesia Mazepa, director of Primary Health Care Center No. 3, declared UAH 1.74 million in family income, three times more than a year earlier (+254%). Mazepa's own income amounted to UAH 1.24 million: entrepreneurial activity brought in UAH 512 thousand, salary - UAH 546 thousand, and part-time job - UAH 148 thousand. Her husband Volodymyr earned 469 thousand hryvnias in salary, and her daughter Olha earned 27 thousand hryvnias.
Other managers declared between UAH 947 thousand and UAH 1.68 million. Among them are Olena Terentyeva, director of City Hospital No. 5 (1.68 million), Denys Kurylo, acting director of Primary Health Care Center No. 2 (1.65 million, although he indicated another position in his declaration), Tetiana Hanusovska, acting director of Primary Health Care Center No. 6 (1.63 million), Maria Gracheva, director of City Hospital No. 1 (1.45 million), and Serhiy Motuz, acting director of Primary Health Care Center No. 4 (1.40 million). The lowest income is that of the director of PB No. 3 , Oleh Ishchenko: UAH 947 thousand.
As we can see, a significant part of the family income of several managers is formed by their spouses' business. This is most clearly seen in the Dergunov family, where the husband's business activity yielded three times more than the salary of the acting director herself.
The total savings of the 14 executives amounted to UAH 12.88 million, of which UAH 12.21 million (95 percent) is cash. There are few bank accounts: UAH 670 thousand. No loans were recorded.
Denys Kurylo saved the most - UAH 3.27 million, and almost all of it is in foreign currency: USD 36,400 (UAH 1.54 million at the NBU exchange rate as of December 31, 2025) and EUR 34,400 (UAH 1.71 million). There are UAH 62 thousand in the bank account. Compared to 2024, savings have increased by 66 percent.

Yuriy Dyachuk has saved 3.21 million hryvnias, almost the entire amount in foreign currency: 25,000 US dollars (1.06 million hryvnias) and 29,000 euros (1.45 million hryvnias) are his own funds; another 5,000 US dollars (212,000 hryvnias) and 4,000 euros (199,000 hryvnias) are held by his wife Olena. They have UAH 289 thousand on their accounts. Overall, the savings have increased by seven percent.
Ruslana Bernatska declared UAH 2.94 million in cash in hryvnia, which is 77 percent more than in 2024. And the director of the City Children's Hospital No. 2, Liubov Savchuk, kept one million hryvnias in cash, the same as the year before.
Acting Director of Primary Health Care Center No. 6 Tetiana Hanusovska declared 851 thousand hryvnias in cash: USD 10,000 personally (UAH 424,000) and USD 10,000 from her husband (UAH 424,000). Her savings increased by 44 percent.
The rest of the executives declared between zero and UAH 424 thousand. Maria Gracheva keeps 424 thousand hryvnias (10,000 US dollars from her husband), Victoria Zamikhanovska and Olena Skuratovska - 312-320 thousand hryvnias each, Lesya Mazepa - 300 thousand hryvnias, Olena Vlasova - 249 thousand hryvnias on her accounts. Oleh Ishchenko, Hanna Petrova and Serhiy Motuz have no savings.
An interesting contrast: Kurylo and Dyachuk, who top the savings rating, keep their funds mainly in foreign currency, while Bernatska, with almost three million hryvnias, chose cash in the national currency.
Acting Director of the Primary Health Care Center No. 4 Serhiy Motuz has the largest living space: a 298-square-meter house in Mykolaiv. His mother Liudmyla also has the right to use this house and a 1,044-square-meter land plot nearby.
Maria Gracheva, director of City Hospital No. 1, owns a 197-square-meter house in Mykolaiv, jointly with her husband. And the acting head of the Primary Health Care Center No. 6, Tetiana Hanusovska, declared 160 square meters: two apartments in Mykolaiv (87.6 and 42.4 square meters) jointly owned with her husband and a 30-square-meter garden house in Kiriakivka.
Olena Terentieva, head of polling station #5, has 159 square meters: two apartments in Mykolaiv (50.3 and 33.1 square meters) and her own 75.6 square meter house in Bilozirka. Instead, her colleague Yuriy Dyachuk declared 158 square meters: his own 91.6-square-meter house and his wife's 66.3-square-meter apartment.
The rest of the executives have from 17.5 to 139 square meters. Lesia Mazepa, director of Primary Health Care Center No. 3, has the largest amount of space (139 square meters in two facilities) and Oleh Ishchenko, director of the Pension No. 3, has the least (134 square meters). Ruslana Bernatska has the smallest amount of property: a 17.5-square-meter apartment in joint ownership. Non-residential real estate was declared only by the acting head of the Centralized Primary Health Care Center No. 6, Tetiana Hanusovska, who has a garage of 18 square meters.
Oleh Ishchenko, director of PB No. 3, has the most land assets: 4.77 hectares in four plots in the Haisyn district of Vinnytsia region. Director of City Hospital No. 3 Yuriy Dyachuk declared 3.56 hectares in two plots in Kotliareve, Mykolaiv region. Ruslana Bernatska - 2.9 hectares in two plots in Vinnytsia district. Lesia Mazepa, director of the Primary Health Care Center №3, received 1.71 hectares in two plots in Tulchyn district of Vinnytsia region. Olena Terentyeva, director of the city hospital No. 5, declared five plots with a total area of 0.23 hectares.

The rest of the managers either do not have any land plots or declared small plots - from 0.05 to 0.12 hectares.
Oleh Ishchenko, director of PB #3, and Yuriy Dyachuk, director of ML #3, have the largest car fleet (three cars each). Ishchenko owns a 2007 Toyota Land Cruiser Prado (UAH 80 thousand) and a 2008 BMW 335ix (UAH 250 thousand), and his wife owns a 2016 Volkswagen Jetta. Dyachuk has a 2021 Mitsubishi Outlander (UAH 820 thousand) and a 1981 Renault 18 - personal, and a 2025 Ford Puma (UAH 999 thousand) - for his wife.
The acting head of the Primary Health Care Center No. 4, Serhiy Motuz, declared two cars: A 2023 Chery Tiggo 7 Pro (UAH 885 thousand) and a 2012 Renault Megane owned by his mother (UAH 176 thousand). In 2025, he sold a 2020 Chery Tiggo 4 for 420 thousand hryvnias. Olena Terentieva, director of the City Hall No. 5, has two personal cars: A 2012 Nissan Qashqai (212 thousand hryvnias) and an Opel Ascona. Maria Gracheva, director of City Hall No. 1, declared a 2010 Lexus GX 460 (UAH 150,000) owned by her husband.
The rest of the executives declared one car each or do not have their own vehicles. Larysa Dergunova, Olena Skuratovska, and Tetiana Hanusovska have cars exclusively owned by their husbands: BMW X5 2017 (800 thousand hryvnias), Mazda CX-5 and Subaru Outback 2017 respectively.
Thus, the heads of 14 medical institutions in Mykolaiv declared UAH 27.9 million in total income and UAH 12.9 million in savings. Ninety-five percent of all savings are in cash, and a significant part is in dollars and euros. The leaders in savings are Denys Kurylo (UAH 3.27 million, mostly in foreign currency) and Yuriy Dyachuk (UAH 3.21 million, mostly in foreign currency). The highest total family income is in the Dergunov family (5.60 million), where the main income is the husband's business. None of the executives declared any real estate abroad.
