Water networks, gasoline, and wastewater treatment: where Kherson Water Utility allocated tens of millions

Donor Support

The beginning of the year was the most capital-intensive period due to the allocation of targeted funds from UNICEF. The absolute financial leader of the month for the Municipal Utility Company "Kherson Water Supply and Sewerage" was the modernization of production facilities, specifically the purchase of pump units for drinking water supply wells, for which 11.7 million UAH was allocated.

The second-largest project in terms of funding was the installation of an automated control system for the pumping station, costing 11.4 million UAH. The third major purchase funded by donors was the acquisition of electrically operated valves, which cost 4.4 million UAH. In addition to purely engineering solutions, a modern modular facility for staff was purchased in January for 2.5 million UAH. Some of the funds were also allocated to cables and related products, with an additional 717,000 UAH spent on this.

Service and Laboratory Expenses

The largest expense item in February was motor vehicle maintenance services, which cost the company 147,000 UAH. Other expenses covered the needs of chemical and technological water quality control in laboratories. Specifically, UAH 99,000 was allocated for the purchase of laboratory reagents, and the same amount was spent on specialized glassware for laboratory, sanitary-hygienic, or pharmaceutical use.

Construction and Fuel Reserves

The top expenditure in March was the purchase of foundation blocks and road slabs, which cost 2.5 million UAH. The company also met its needs for the vehicle fleet and specialized equipment by allocating 600,000 UAH for the purchase of lubricants. The third-largest expenditure in March was the purchase of bulk construction materials—sand and crushed stone—with a total cost of 300,000 UAH.

Energy Resources

In April, financial activity focused on ensuring stable energy self-sufficiency and waste disposal. The largest financial resources of the month were allocated to the purchase of a batch of diesel fuel, which cost the company over 800,000 UAH. Another step was the funding of hazardous waste management services, for which over 99,000 UAH was allocated.

Maintenance

May tenders reflected preparations for the summer season and maintaining specialized equipment in working order. The main expenses were for diesel fuel, which cost 636,252 UAH. In second place were repair and maintenance services for motor vehicles, which cost 99,950 UAH. Rounding out the top three for May was the purchase of spare parts for lawn mowers, for which 67,000 UAH was allocated.

Digitalization and Fuel Balance

At the start of summer, the company invested in technological support and meeting transportation needs. The most expensive project of the month was the purchase of an electronic support system, which cost 270,000 UAH. The second most expensive transaction in June was the purchase of A-95-Euro5-E5 gasoline for the water utility’s passenger vehicles, totaling 58,784 UAH.

The total cost of all purchases made by the municipal enterprise during this period amounts to approximately 31.2 million UAH.

In 2025, the municipal utility “Production Management of the Water Supply and Sewerage System of the City of Kherson” spent over 185 million hryvnias on its largest purchases, the majority of which went toward electricity, major repairs to water mains and wells, as well as equipment and materials for water supply.
