Vyzyr village council selects consortium to establish hromada boundaries without auction

The Vyzyr village council of Odesa region has held a procurement to select a company that will be paid to develop a land management project to establish the boundaries of the territory of the Vyzyr village territorial community.

The relevant announcement was published in the Prozorro electronic procurement system.

The procurement was conducted in the format of an open tender with special features, and the only participant was the Architectural Alliance Consortium Limited Liability Company. The company is ready to complete the project by December 31, 2025, and expects to receive UAH 1.3 million if the agreement is concluded.

According to the YouControl service, the company was registered in Kyiv in 2023. The owner is Oleksandr Ryabchenko. In 2025, the company won public procurements totaling UAH 3 million 863 thousand, and in 2024 - UAH 5 million 798 thousand.

In April 2025, the Department of Ecology and Natural Resources of the Odesa Regional State Administration held a procurement to select a company that would be paid to conduct a state inventory of state-owned land in the Odesa region. The procurement was conducted in the format of an open tender with special features, and the only participant was Odesa Project Land Management Group Limited Liability Company.

Also in early April, the Department of Municipal Economy of the Odesa City Council selected individual entrepreneur Inna Badiul to inventory special-purpose green spaces in the Prymorskyi district for UAH 1 million 134.9 thousand. The procurement was conducted in the format of open bidding with special features, and the entrepreneur was the only participant.

In December 2024, the Vyzyr village council of Odesa district announced two auctions to select a company that would produce urban planning documentation for the village. The first tender was to find a developer of a land management project to establish the boundaries of the Vyzyrska rural territorial community, and the second was to produce a technical report on cadastral survey of the community's boundaries.

In August of the same year, the Vyzyr village council in Odesa region announced a tender to select a company to pay for the production of urban planning documentation. The plan was to produce a digital topographic map of the Vyzyrska rural territorial community at a scale of 1:2000 and a scale of 1:10,000 using geographic information technologies.

But then all the proposals of the contestants were rejected. The participants were the Architecture Geodesy Land Management Consortium, the Land Management and Geodetic Solutions Consortium, and Analytics Limited Liability Company. The second attempt was made in September, and then there were two participants from both consortia. Finally, in early November, a third attempt was made. Two consortia again participated in that tender, and the winner was eventually recognized as Land Management and Geodetic Solutions.
