Vyzyr village council decided to return to the development of urban planning documentation for 13 million

The Vyzyr village council in Odesa region has announced a tender to select a company to pay for the production of urban planning documentation.

The relevant information was published in the Prozorro electronic procurement system.

In particular, it concerns the production of the topographic base of the Vyzyrska rural territorial community at a scale of 1:2000 and 1:10,000 using geographic information technologies in digital form.

A topographic base is a detailed map of a certain territory that shows the relief, roads, buildings, hydrography, forests, and other important objects on the land surface.

The projector will also have to develop a comprehensive plan for the spatial development of the territory of the Vyzyr territorial community using geographic information technologies as land management and urban planning documentation at the local level with the subsequent possibility of placing (importing) materials in a geographic information system).

The expected value of the procurement is UAH 13.5 million. The auction is scheduled to take place on August 19 in the format of an open tender with special conditions.

It should be noted that in July, the Vyzyr village council conducted this procurement with the participation of three companies: Architecture Geodesy Land Management Consortium, Land Management and Geodetic Solutions Consortium, and Analytics Limited Liability Company.

The consortium Architecture Geodesy Land Management was recognized as the most cost-effective, agreeing to work for UAH 11 million 665.6 thousand, but the company did not eliminate the discrepancies and its proposal was rejected. However, the bids of competitors were also rejected, so the auction was unsuccessful.

Open bidding with special features means that almost all terms are shorter than in open bidding under the Law on Public Procurement. This means that this procurement is much faster than open tenders.

The period for submitting proposals is seven calendar days, and the period for challenging qualifications is five calendar days.

Often, there is no auction during such tenders, so the participant has no competitors.

According to the Ministry of Economy, from December 14 to December 20, 2022, 306 successful Prozorro tenders out of 347 were completed with one participant. That is, almost 90% of procurements during this period were made with a single bidder.

However, after the beginning of the full-scale invasion of the Russian Federation, the Cabinet of Ministers of Ukraine temporarily changed the rules of bidding for the period of martial law in Ukraine and within 90 days from the date of its termination or cancellation.

Thus, the government temporarily canceled electronic auctions. Since then, tenders announced in Prozorro can be held without an auction.
