"Odesmiskelektrotrans chose a deputy company to protect its depots

The municipal enterprise Odesa City Heating has conducted a procurement to select a company to pay for security services.

According to the electronic procurement system Prozorro, the procurement was held on January 6 in the format of an open tender with special features.

However, despite the general tendency to conduct procurement in this format, this one was conducted with the participation of two security companies - Samson-Group-06 Limited Liability Company and Zeus Security Agency Limited Liability Company.

The winner was Samson-Group-06, which agreed to protect the facilities of the utility company for UAH 10.2 million. We are talking about the utility company's facilities at the following addresses:

• 1 Vodoprovodnaya Street - operational tram depot No. 1, administrative building, VMTZ warehouses.
• 1 Polevyi lane, 1 - operational tram depot No. 2.
• 5/1 Inglesi Street - trolleybus depot.
• 21a Alekseevskaya Square - track and structure repair service.
• 8/1 Zooparkova Street - energy management service.
• 9, 3rd Pervomaisky Lane - motor transport service.

The winner of the tender is expected to provide 17 security posts and maintain 33 video surveillance cameras. The expected value of the purchase is UAH 12 million 158.4 thousand. The auction is scheduled for December 18 in the format of open bidding with special conditions.

Samson-Group-06 Limited Liability Company, according to the YouControl system, was registered in Odesa in 2017. The owners are Tamara Voronikoy and Andriy Babenko. The latter is a member of the Odesa Regional Council from the Batkivshchyna party.

Open bidding with special features means that almost all terms are shorter than in open bidding under the Law on Public Procurement. That is, this procurement is much faster than open tenders.

The period for submitting proposals is seven calendar days, and the period for challenging qualifications is five calendar days. Often, there is no auction during such tenders, so the participant has no competitors.

However, after the start of the full-scale invasion, the Cabinet of Ministers of Ukraine temporarily changed the rules of bidding for the period of martial law in Ukraine and within 90 days from the date of its termination or cancellation. Thus, the government temporarily canceled electronic auctions. Since then, tenders announced in Prozorro can be held without an auction.
