Village council in Odesa region accused of building shelter at inflated prices

Journalists of Nashi Groshi investigated an agreement between the Department of Education, Culture, Youth and Sports of the Vyhodiansk Village Council in Odesa Oblast and Davmir Stroy for the construction of a shelter for UAH 97.4 million and stated that there may be large-scale overpricing in the construction.

According to the publication, the construction of a civil defense facility for the Vyhodianske preschool education institution "Vyshenka" and the "Vyhodianske Lyceum" is in question.

The 2,000-square-metershelter is designed to accommodate 711 people: students, pupils and staff of both institutions. According to the contract price, the cost of construction works, excluding equipment, furniture and inventory, is UAH 86.8 million including VAT. According to the journalists' calculations, this means that each square meter of the shelter costs UAH 43,169.

"This is 45% more expensive than the cost of housing construction in Odesa region, which is UAH 23,648 per square meter," the journalists noted.

The journalists saw overpricing in several items in the estimates. For example, in the information on prices for material resources, concrete C20/25 W6 F150 was listed at UAH 4,740 per cubic meter. Odesa-based High-Rise Constructions Holding sells such concrete for UAH 3,350 per cubic meter, which is 29% cheaper, and Westt sells it for UAH 3,650 per cubic meter, which is 23% cheaper. Concrete delivery costs UAH 2,51 per cubic meter. The distance between Odesa and Vyhoda is 42 kilometers. "High-Rise Construction Holding offers concrete delivery services for 41-45 km at UAH 360 per cubic meter, which is more than five times cheaper.

The polymer-epoxy self-leveling floor Teknobond 500 was priced at UAH 1,733 per kilogram. Teknosel and Arfen Ukraine sell it at the same price of 689 UAH/kg, which is 36% cheaper.
