The Asset Recovery and Management Agency (ARMA) has compiled a list of seized property in Odesa that is being prepared for transfer to its management. The properties include the “Tsentralnyi” Hotel in the city’s historic center, the “Marseille” retail and office center, as well as apartments, commercial real estate, and land parcels.

This was reported by ARMA’s press service.

The ARMA list indicates that the status of these assets is “pending.” The competitive selection of managers is to take place via the Prozorro electronic system, and the terms of participation will be published after the relevant tenders are announced.

One of the most notable properties on the list is the“Central” Hotel at 40 Preobrazhenska Street. The non-residential space totals 4,972.7 square meters.

According to ARMA, the hotel has 84 rooms ranging in size from 20 to 50 square meters. These include “Economy,” “Standard,” “Junior Suite,” and “Suite” rooms, as well as four themed rooms dedicated to different eras and images of Odesa: “Communal Apartment,” “Literary Odesa,” the Ostap Bender Room, and a retro-style room from the 1960s–1970s.

The hotel is located near Deribasovskaya Street, Sobornaya Square, and the Odessa National Academic Opera and Ballet Theater.

The legal basis for transferring the premises to management is a ruling by the Pechersk District Court of Kyiv dated June 30, 2022.

The list of assets awaiting transfer to management also includes the “Marseille” retail and office center at 79 Nizhynska Street in Odesa.

This is a non-residential building with a total area of 3,670.7 square meters.

The asset was transferred to ARMA’s management based on a ruling by an investigating judge of the Peresypsky District Court of Odesa dated May 23, 2025. It was seized pursuant to a ruling by the Odesa Court of Appeals dated November 27, 2024.

The provided list does not specify the market value of the retail and office center.

Another group of assets includes three properties in Odesa.

The first is a two-level penthouse with an area of 347.6 square meters in the “GRAF” club house at 8A Morska Street. The apartment is located on the 14th floor of a premium-class building on the first line by the sea. According to ARMA’s description, it features a terrace around the perimeter of the second floor, access to the roof, and panoramic views of the city and the sea. The property is currently undergoing renovation and requires further finishing work.

The second property is a non-residential building with an area of 2,011.9 square meters at 10 Staroportofrankivska Street. It consists of several buildings, a warehouse, a shed, a fence, and paving. The two-story structure is a monument of architecture and urban planning of local significance. According to the agency’s description, some of the premises were previously leased, and the building itself requires ongoing restoration work.

The third property is an office and retail space with an area of 883.5 square meters at 118 Semen Paliy Street. It consists of seven separate units for commercial use. ARMA’s description notes that the property is in satisfactory technical condition and that commercial operations can be resumed in the near future.

These three properties were transferred to ARMA’s management pursuant to a court ruling dated July 2, 2024. The agency also reported conducting an inspection of the properties, documenting their condition with photographs, and submitting requests to utility companies to clarify information regarding utilities and contracts.

All of the listed properties have “pending” status in the provided information. This means that the notification of the inclusion of the properties in the asset management portfolio does not confirm the completion of competitive selection processes or the appointment of new managers.

ARMA plans to conduct competitive selection through Prozorro. The terms of participation and requirements for applicants are expected to appear in the system after the relevant tenders are announced.
