An extraordinary meeting of the Executive Committee of the Odessa City Council did not take place due to the lack of a quorum. Of the committee’s sixteen members, only seven were present.

This wasannounced by Igor Koval, acting mayorof Odesa.

According to him, the date and time of the rescheduled meeting of the Executive Committee will be announced later.

Koval noted that the absent committee members were deployed on field missions in connection with another Russian attack on the city and shelling at four locations.

On July 31, the Odessa Executive Committee was scheduled to address the issue of submitting proposals to the Odessa City Military Administration regarding the adjustment and application of tariffs for centralized water supply and wastewater disposal, set by the limited liability company “Infox” (a subsidiary of “Infoxvodokanal”). Leonid Grebenyuk, director of the Department of Municipal Services, was appointed as the presenter.

On July 23, the Odessa Executive Committee did not support the proposal to raise tariffs for centralized water supply and wastewater disposal, and therefore no decision was adopted. Not a single member of the Executive Committee voted in favor of the relevant draft resolution.

Serhiy Lysak, head of the Odessa City Administration, then arrived at the meeting. He stated that the tariff must be economically justified, but that it should not be revised without first resolving a number of fundamental issues.

According to Lysak, as a monopoly , “Infoksvodokanal” isobligated to provide municipal services with access to a revaluation of its entire property portfolio. Furthermore, in his view, it is necessary to verify the rental rate in accordance with a decision adopted by the Odesa City Council in 2025.
