Olga Toligo, head of the Legal Support Department at the Main Service Center of the Ministry of Internal Affairs in the Odesa, Mykolaiv, and Kherson regions, provided false information totaling more than 743,000 hryvnias in her 2024 financial disclosure statement.
The National Agency for Corruption Prevention identified discrepancies during a comprehensive review of the declaration.
According to a NACP report dated September 25, 2026, a comprehensive audit of the official’s declaration was conducted from June 1 to September 22, 2026. During the analysis, the agency identified violations of disclosure requirements regarding real estate, income, vehicles, and financial obligations.
In her declaration, Toligo listed a 74.6-square-meter apartment in Odesa, which she owned as joint partial property together with her husband. According to the audit, the property was purchased in 2018 for 1 million 21 thousand hryvnias. The NACP determined that the information about the property was inaccurate.
The agency also identified discrepancies in the information regarding the official’s and her husband’s income. Specifically, the declaration listed salary income of 76,272 hryvnias, whereas according to the Pension Fund of Ukraine, the amount was 74,872.47 hryvnias. The NACP did not consider the explanation of a technical error sufficient to remedy the violation.
During the audit, special attention was paid to the vehicles used by the official’s family members. The declaration listed a 2008 Volkswagen Passat used by Toligo’s husband. Based on the audit results, the NACP determined that the information about the car was inaccurate.
In addition, the agency verified information regarding the purchase of a 2019 Toyota Land Cruiser Prado. The vehicle was purchased on January 31, 2024, under a sales contract for 1 million 349 thousand hryvnias. However, the value of the vehicle at the time of acquisition was 600,000 hryvnias. The official explained that the vehicle was acquired through a barter agreement, and the value stated in the declaration corresponded to the agreement between the parties.
However, no evidence of illicit enrichment, unjustified assets, or conflicts of interest was found. The agency recommended correcting the information in the Declaration Registry.
The NACP also discovered undeclared accounts and property belonging toYulia Baeva, an Odesa-based official with the State Labor Service.
