The Kherson Region Reconstruction Service required the bidders to have an asphalt plant near the region

The Restoration Service in Kherson Oblast required bidders for road repairs to have an asphalt concrete plant (ACP) within 150 kilometers of Beryslav district.

As Nashi Hroshi found out, in a tender for the maintenance of public roads of national importance in Beryslav district of Kherson region, the Restoration Service required that the asphalt plant be located 150 kilometers from the district and that the delivery of asphalt mixtures should not exceed three hours.

According to the media, this is a discriminatory requirement. Thus, a potential tenderer contacted the Recovery Service with a question about the location of the asphalt plant and its address. They claimed that if they won the tender, they would relocate their own plant from Lviv region to Kherson region and receive a new production certificate and emission permit at the new address. However, the customer required the actual location of the refinery to be indicated in order to participate in the tender. In other words, the bidder would have to indicate that the mobile plant is now located in Lviv region. This would have immediately excluded him from the list of bidders, as the distance between Kherson and Lviv cannot be covered by an asphalt truck.

As a result, the only bidder who came to the tender was Rostdorstroy. This company had previously received orders in this region and therefore had the capacity to supply asphalt.

According to the YouControl analytical system,Rostdorstroy has been on the market for over 19 years. The company's beneficiaries are currently Yuriy Shumacher, a deputy of the Odesa City Council and a representative of the Trust the Deeds party, and businessman Yevhen Konovalov. The media has repeatedly linked Rostdorstroy to Odesa Mayor Gennadiy Trukhanov.

In January, the Commercial Court of Odesa Oblast considered a lawsuit filed by the deputy head of the Odesa Oblast Prosecutor's Office against the Odesa Oblast Infrastructure Restoration and Development Service and Rostdorstroy. The court ruling states that the prosecutor demanded to cancel the results of the tender to select a contractor to be paid for the overhaul of the public road Izmail-Kilia-Vilkove, which the Service held in May 2021.

According to the agreement, Rostdorstroy LLC was supposed to complete the repairs by December 31, 2022, but due to the full-scale invasion, the completion date was postponed by additional agreements. And according to the prosecutor's office, the work never started. The company was supposed to receive UAH 500 million 84 thousand for the work.

Also last year, the Odesa Regional Prosecutor's Office challenged an agreement concluded in October 2021 between the State Enterprise "Local Road Service" and Rostdorstroy Limited Liability Company on the current minor repairs of public roads of local importance in Odesa district.
