In Mykolaiv, hospital director Maria Gracheva filed a financial disclosure statement after her resignation. In the document, she listed real estate, a Lexus GX460, and foreign currency savings.
The Center for Public Investigationsdetermined the car’s market value and how the official’s savings had grown.
Maria Gracheva, a member of the Mykolaiv City Council representing the “Propozytsia” party, headed the Mykolaiv City Council’s Municipal Non-Profit Enterprise “City Hospital No. 1.” The declaration covers the period from January 1 to August 1, 2026.
Among the official’s assets is a 1,000-square-meter plot of land, which she has owned since 2015. Together with her husband, Serhiy Grachev, she also owns a 197-square-meter residential house in Mykolaiv. Its value at the time of acquisition was 50,000 hryvnias.
Another plot of land, measuring 420 square meters, is jointly owned by the couple. Its value is also listed in the declaration as 50,000 hryvnias.
According to Auto.ria, a used Lexus GX460 currently costs between 573,000 and 2.4 million hryvnias. If we use the average dollar exchange rate in 2023 — approximately 37–38 hryvnias per dollar — and the car’s market value at that time, which was between $20,000 and $26,000, the 2010 model would have cost approximately 740,000–988,000 hryvnias on the used car market.
Gracheva’s main source of income during the period specified in the declaration was her salary at City Hospital No. 1—819,063 hryvnias. In 2025, she earned 1.22 million hryvnias, which averaged about 101,000 hryvnias per month. In 2024, her annual earnings were lower—956,450 hryvnias, or approximately 79,000 hryvnias per month.
Her husband declared a pension of 134,400 hryvnias. The couple also reported $13,000 in cash. In their previous declaration, the amount of foreign currency savings was $5,000, meaning the amount has increased 2.6-fold. The official did not declare any securities, corporate rights, construction-in-progress projects, or financial obligations.
Additionally,Dmytro Falco, secretary of the Mykolaiv City Council, received a gift of 1.2 million from his father.
