The AMCU Fined Bidders in the Odesa and Mykolaiv Regions Millions

The Antimonopoly Committee of Ukraine has imposed fines totaling several million on a number of construction companies for collusion in public procurement in the Odesa and Mykolaiv regions. The cases involved tenders for road repairs, the reconstruction of urban infrastructure, and the major renovation of a hospital.

The Center for Public Investigations examined the specific grounds for the fines.

According to the AMCU, on September 16, 2025, the Temporary Administrative Board in Kyiv considered four cases of bid-rigging involving the Odesa and Mykolaiv regions.

The largest fines were imposed onYug Stroy Company LLC and ASO Construction Company LLC. The companies will pay nearly 15 million hryvnias for coordinating their behavior in 2021 during four procurement procedures for road surface repairs and roadway reconstruction. The work was procured by the Vizirsk Village Council in the Lyman District and the Capital Construction Department of the Yuzhne City Council in the Odesa District.

The second-largest fine was imposed on “Gospodar-2” LLC and“Persha Ukrainska Budivelna” LLC, which operated in the Mykolaiv region. These companies were fined 3.7 million hryvnias for collusion during a bidding process for the major renovation of the operating ward in the surgical wing of the “Voznesensk Multidisciplinary Hospital” municipal enterprise, operated by the Voznesensk City Council. The procurement took place in 2023 and was valued at 18.8 million hryvnias.

“Stroy-Elit” LLC and “Olimp Bud Development” LLC each received a 2.7 million hryvnia fine for bid-rigging. These companies were found to have colluded in six tenders for the major renovation of buildings in 2020–2021. These procurements were conducted by the Capital Construction Department of the Odesa City Council and the Department of Municipal Services of the Odesa City Council. 

Fines totaling over 2 million hryvnias were imposed on Eurotransstroy, LLC, ABC Construction, LLC, and M-Build Plus, LLC.
