Almost all contracts for the reconstruction of hospitals in Odesa were awarded without competition

In 2026, the Odesa City Council’s Capital Construction Department completed 17 tenders for the reconstruction of city hospitals, totaling 188.1 million hryvnias. In 16 of the 17 lots, only one bidder competed, and the sole contract with two bidders was awarded after one competitor was disqualified.

<span><span><span><span><span><span>The most expensive project of the year was the restoration of Building “E” for the purulent surgery department at City Clinical Hospital No. 1 at 32 Myasoedovska Street. The cost of this work was estimated at 108.2 million hryvnias, and “TD RAD” LLC was selected as the contractor (an additional 275,200 hryvnias was allocated for the designer’s supervision of this project).</span></span></span></span></span></span>

<span><span><span><span><span><span>Among other major procurements is the major renovation of a branch of City Maternity Hospital No. 1, affiliated with City Clinical Hospital No. 11 at 3 Donorska Street, which will be carried out by Citybudosnova Construction Firm LLC for 30.6 million hryvnias. The renovation of the roof of Building No. 8 at the same hospital was estimated at 30.9 million hryvnias. In addition, the reconstruction of the medical gas networks at City Maternity Hospital No. 5 cost 15.7 million hryvnias.</span></span></span></span></span></span>

Nearly 87% of the 128 completed lots from the Odesa Regional Specialized Medical Supplies Base were awarded with only one bidder participating. Twenty-nine lots involved documented disqualifications of bidders.

All 11 lots under the code “Imaging Equipment for Medical, Dental, and Veterinary Needs,” totaling 192.3 million hryvnias, were awarded without competition, including the largest lot worth 63.3 million. Another lot in thiscategory, worth 58.9 million hryvnias, was still ongoing as of mid-August.

Previously, 23 out of 24 completed procurements by the Department of Education and Science ofthe Odesa City Councilhad only one bidder. This accounts for 95.8% of all completed lots in the 2026 sample.
