Nearly three dozen drug procurement tenders in the Odesa region failed due to the disqualification of bidders

<span><span><span><span><span><span>Nearly 87% of the 128 completed lots at the Odesa Regional Special Medical Supplies Base involved only one bidder. </span></span></span></span></span></span><span><span><span><span><span><span>Twenty-nine lots involved the disqualification of bidders.</span></span></span></span></span></span>

<span><span><span><span><span><span>All 11 lots under the category “Imaging Equipment for Medical, Dental, and Veterinary Use,” totaling 192.3 million hryvnias, were awarded without competition, including the largest lot worth 63.3 million. </span></span></span></span></span></span><span><span><span><span><span><span>Another lot worth 58.9 million hryvnias in this category is still open as of mid-August.</span></span></span></span></span></span>

<span><span><span><span><span><span>A similar situation is observed in the procurement of laboratory reagents and various medical supplies: of the 50 lots with a total value of 199.4 million hryvnias, a significant number were awarded with only a single bidder participating. Some tenders failed entirely—in 29 lots from the regional database, potential suppliers were disqualified. </span></span></span></span></span></span>

<span><span><span><span><span><span>The biggest failure occurred in fuel procurement, rather than medical equipment. None of the 12 tenders for the purchase of fuel cards and vouchers for gasoline and diesel for the regional base’s district units (specifically in the Odesa, Bilhorod-Dnistrovskyi, Bolhrad, Izmail, Podil, Berezivka, and Rozdilna districts) with a total value of 95.7 million hryvnias were never successfully completed. Eleven lots were deemed unsuccessful, and one was canceled.</span></span></span></span></span></span>

Previously, 23 out of 24 completed procurements by the Odessa City Council’s Department of Education and Science had only one bidder. This accounts for 95.8% of all completed lots in the 2026 sample.
