The State Audit Service has started monitoring the tender for the reconstruction of the Kyselivska gymnasium of the Chornobaivka village council in Kherson district with an expected cost of UAH 100.3 million.

According to the Center for Public Investigations, the state financial control body suspects violations of public procurement legislation in the information published in the electronic procurement system.

In May, the Chornobaivka village council announced a tender to find a contractor to reconstruct the gymnasium building. The winner has to perform a range of construction and engineering works. In particular, it will involve installing floors, waterproofing walls, erecting reinforced concrete structures and carrying out dismantling work. It also includes the installation of doors and windows, a lift for people with disabilities, laying of pipelines for heating, water supply and sewage, installation of power grids and ventilation, as well as an anti-explosive device and fire alarm system. In addition, furniture, including tables and desks, first aid kits, and other equipment, needs to be purchased and installed.

The cost of the reconstruction is estimated at UAH 100.3 thousand. The project will be financed from the local budget. The construction work is scheduled to be completed by the end of December 2025.

Only one bidder, Sirius Group Agency LLC, submitted a proposal. The company is ready to perform the works for UAH 98.5 million. The contract was signed on June 12, and on June 13, the auditors announced the monitoring of the procurement.

This is the second tender for these works. The first auction was announced in April. Back then, only one participant,Sirius Group AgencyLLC, applied for the tender. Their offer was identical. However, it was rejected by the Chornobaivka village council due to the lack of mandatory certificates for the equipment and certificates of similar work. The company was given 24 hours to eliminate the deficiencies, but it did not have time to submit all the necessary documents.
