The administration of the occupiers in Kherson region is headed by new persons: who exactly

After the appointment of the new Gauleiter of Nova Kakhovka, the composition of his deputies also changed. New names have appeared in the occupation administration - a Crimean woman, a communist, and the "old guard!" of local collaborators.

This was reported by the Center for Investigative Journalism, which collected data on these people and found out how they ended up in the service of the invaders.

After the appointment of Russian Vladimir Oganesov as the head of the occupation administration of Nova Kakhovka, the composition of his deputies also changed. Only Olena Bolotnia retained her position, while 47-year-old Yulia Bogan and 46-year-old Demian Kavun became the new so-called deputies.

Yulia Bogan became the new deputy for social policy. She has no relation to Nova Kakhovka, as she has lived in Feodosia for most of her life. She appeared in the city at the same time as Oganesov, with whom she had previously worked in the occupation administration of Kalanchak. There, she organized events, including sending residents to celebrate "Russia Day." In July 2025, Bohan became the head of the Commission on Minors' Affairs, which is now responsible for forcing children to study in Russian schools.

Before collaborating with the occupiers, she worked in Crimean sanatoriums and hotels. Her husband is a former Ukrainian law enforcement officer, Serhiy Bohan, who became a police officer in occupied Crimea and later in Genichesk after 2014. In 2024-2025, he headed the occupation police department in Kalanchak and spoke to local schoolchildren.

Demian Kavun, a native of Kakhovka, was appointed Deputy Minister for Housing and Communal Services. Since 2010, he has had his own business in the field of wholesale food trade. It is known that in September 2022 he participated in the organization of an illegal referendum. The following year, he became a deputy of the occupation council from the Communist Party of Ukraine. For these actions, the SBU notified him in absence of suspicion of collaboration.

Local residents recall that in 2022-2023, Kavun helped the Russian military persecute pro-Ukrainian activists. Later, he served as the deputy governor of Tavriysk, and now he has moved to Nova Kakhovka.

Only Olena Bolotnya, who has been acting head of the administration for some time, has remained in her position. In the past, she worked in the tax office and in educational institutions. After the occupation, she began issuing Russian passports and registering entrepreneurs in Russian jurisdictions. Her husband also joined the collaboration with the enemy.

Mr. Oganesov is a native of Stavropol, a retired Russian officer, and a participant in the fighting in Syria and Ukraine. He participated in the capture of Kherson in 2022.

In August, in Kherson region, law enforcement officers served a suspicion on former Crimean MP Enver Abduraimov for collaboration and support of Russian aggression. He participated in pseudo-elections, held a position in the occupation administration and publicly glorified the Russian military.
