In Chornomorsk, the contract for road maintenance was signed without competition. The contract was awarded to the company of a former MP, which has earned hundreds of millions of hryvnias over the years in public procurement.

The Department of Public Utilities and Improvement of the Chornomorsk City Council of Odesa District announced a tender for the maintenance of the street and road network, cleaning and winter maintenance of streets. The expected value of the procurement was UAH 27.2 million. Only one participant, Avtodor LLC, came to the auction and offered a price of UAH 27.16 million.
The procurement was conducted in accordance with the rules of Cabinet of Ministers Resolution No. 1178, taking into account the peculiarities of martial law. The amount of the tender security was UAH 240 thousand, and the minimum price reduction step was UAH 272 thousand. The works should be completed by December 31, 2026, on the territory of the Black Sea community. Payment is due after the services are provided - within 10 business days.
According to the YouControl analytical system, Avtodor LLC was registered in 1993. The ultimate beneficiaries of the company are Oleksandr Honcharenko and Arkadii Hapunich. The head of the company, Oleh Hon charenko, was a former deputy of the Chornomorsk City Council from Petro Poroshenko's Solidarity Bloc.
In 2019, the Odesa Territorial Department of the Antimonopoly Committee of Ukraine fined Avtodor LLC and Budivelnyk LLC UAH 68 thousand each. The reason was collusion during participation in open bidding for the maintenance of storm sewers and the street and road network of the Chornomorsk City Council.
From 2017 to 2025, the company received over UAH 838 million in public tenders. The largest volume of contracts was in 2017 - over UAH 302 million. The company has been repeatedly mentioned in journalistic investigations and appeared in court cases.
Thus, according to a ruling of the Illichivsk (Chornomorsk) City Court of Odesa Oblast dated November 4, 2021, it was established that as part of the pre-trial investigation, law enforcement officers checked the circumstances set out in the publication on the distribution of road contracts in Chornomorsk without competition. The regional prosecutor's office sent a letter referring to this material to the police on April 24, 2018.
Investigators requested an extension of the investigation, citing the need to conduct a construction and technical examination, interrogate Avtodor employees and witnesses, and perform additional investigative actions. However, the motion did not specify what investigative actions had already been taken. In view of this, the court refused to extend the pre-trial investigation in the criminal proceedings on possible misappropriation or embezzlement of property.
In January, the company of a deputy of the Odesa City Council was also awarded a contract for the reconstruction of a critical infrastructure facility in the fuel and energy sector. The total value of the contract was over UAH 55 million.
