Renovation of part of the premises in Rozdilnyanska hospital estimated at 7 million

Rozdilnyanska Multidisciplinary Hospital, a municipal non-profit enterprise in Odesa Oblast, has announced a search for a contractor to overhaul part of the ground floor of its main building.

The relevant announcement was published in the Prozorro electronic procurement system.

The auction with an expected purchase price of UAH 7 million 365 thousand is to be held on September 4 in the format of an open tender with special conditions.

Once the deal is concluded, the winning company will have to complete the works by December 31, 2024.

Open bidding with special conditions means that almost all terms are shorter than in open bidding under the Law on Public Procurement. This means that this procurement is much faster than open tenders.

The period for submitting proposals is seven calendar days, and the period for challenging qualifications is five calendar days. Often, there is no auction during such tenders, so the participant has no competitors.

However, after the full-scale invasion of the Russian Federation, the Cabinet of Ministers of Ukraine temporarily changed the rules of bidding for the period of martial law in Ukraine and within 90 days from the date of its termination or cancellation. Thus, the government temporarily canceled electronic auctions. Since then, tenders announced in Prozorro can be held without an auction.

For example, the Capital Construction Department of the Odesa City Council re-conducted a tender to select a company that will be paid more than UAH 175 million for the reconstruction of the Maternity Hospital No. 5 buildings. Inzh-Stroy, a limited liability company that had no competitors, is expected to sign the agreement.

The Capital Construction Department of Odesa City Council has also selected a contractor for the repair and restoration of the surgical pavilion, which is part of the City Clinical Hospital No. 1. The procurement was conducted in the format of an open tender with special conditions, and Exterior Design LLC had no competitors. Therefore, the company expects to receive UAH 167 million 938 thousand for the work after the conclusion of the agreement.
