In Odesa, the need for restoration of a hospital for more than 160 million was again seen

The Capital Construction Department of the Odesa City Council has selected a contractor for repair and restoration work on the premises of the surgical pavilion, which is part of the City Clinical Hospital No. 1.

The relevant information was published in the Prozorro electronic procurement system, according to the Center for Public Investigations.

The procurement was conducted in the format of an open tender with special features, and Exterior Design Limited Liability Company had no competitors. Therefore, the company expects to receive UAH 167 million 938 thousand for the work after the agreement is concluded.

Open bidding with special features means that almost all terms are shorter than in open bidding under the Law on Public Procurement. This means that this procurement is much faster than open tenders.

The period for submitting proposals is seven calendar days, and the period for challenging qualifications is five calendar days.

Often, there is no auction during such tenders, so the participant has no competitors.

However, after the full-scale invasion of the Russian Federation, the Cabinet of Ministers of Ukraine temporarily changed the rules of bidding for the period of martial law in Ukraine and within 90 days from the date of its termination or cancellation.

Thus, the government temporarily canceled electronic auctions. Since then, tenders announced in Prozorro can be held without an auction.

According to the YouControl service, Exterior Design LLC was registered in 2004 in Odesa. The owner is Olga Shelepalo, an Odesa resident. As for the procurement, on June 17, the Capital Construction Department had already announced it, but on June 29, it canceled the auction due to the lack of further need for procurement.

However, this was not the first attempt to select a contractor. In May 2024, the department announced a tender that took place on June 17. The winner was ABZ Prombud Limited Liability Company, which was the only bidder and expected to pay UAH 167 million 986.3 thousand. However, the results of the bidding were canceled due to the inability to eliminate violations that arose due to the identified violations of the requirements of the legislation in the field of public procurement, namely the discrepancy between the amounts of VAT in the contract price and the form of the tender offer.

In 2022, the then-head of the Odesa Regional Administration, Serhii Hrynevetskyi, signed two orders approving project documentation for construction in two hospitals in the city. One of the projects involved repair and restoration work on the premises of the surgical pavilion, which is part of the City Clinical Hospital No. 1. It was planned to spend UAH 149 million 899 thousand on this. This was the second time he approved this project. After all, in October 2021, he also approved the estimated cost of the work at UAH 137 million 996.1 thousand.
