Reconstruction of a village council with a shelter in Odesa region cost up to 40 million

The Vyzyr village council in Odesa region has announced a tender to select a contractor who will be paid for the reconstruction of an administrative building with an extension and landscaping.

This is stated in the Prozorro electronic procurement system, according to the Center for Public Investigations.

The auction with an expected purchase price of 40 million 166.5 thousand hryvnias is to be held on September 30. The address indicated in the announcement is the village council of Vyzyrka. The procurement is planned in the format of an open tender with special features.

This is a reconstruction according to an adjusted project. The village council held the first tender for this procurement in June 2021. Four companies took part in the auction: ASK Private Enterprise, Ukrspetsproekt Limited Liability Company, Dunayvodbud Mobile Mechanized Column-15 Private Joint Stock Company, and Elite Grad Bud LLC.

In the end, the winner was PJSC Mobile Mechanized Column-15 Dunayvodbud, although its offer was not the cheapest - UAH 22 million 330 thousand. Instead, ASK PE was ready to work for UAH 19 million 772.2 thousand, and Ukrspetsproekt LLC was ready to work for UAH 19 million 773 thousand. These cheaper bids were rejected because of the companies' problems with the tender documentation.

Open bidding with peculiarities implies that almost all terms are shorter than in open bidding under the law "On Public Procurement". This means that this procurement is much faster than open tenders.

The period for submitting proposals is seven calendar days, and the period for challenging qualifications is five calendar days. Often, there is no auction during such tenders, so the participant has no competitors.

However, after the beginning of the full-scale aggression of the Russian Federation in 2022, the Cabinet of Ministers of Ukraine temporarily changed the rules of bidding for the period of martial law in Ukraine and within 90 days from the date of its termination or cancellation.

Thus, the government temporarily canceled electronic auctions. Since then, tenders announced in Prozorro can be held without an auction.
