Real estate worth 400 thousand and someone else's car: what the declaration of the deputy head of Odesa RSA revealed

The first deputy head of the Odesa Regional State Administration, Andrii Neuhodnikov, declared more than UAH 1.7 million in income, significant cash savings in different currencies, and new real estate in his 2025 declaration. The document also reflects the assets and income of his family, including an expensive gift worth hundreds of thousands of hryvnias and the use of a car registered to another person.

This was reported by the Center for Public Investigations.

In the declaration, the official indicated not only himself but also his family - his wife Yulia Tsal-Tsalko and two children: daughter Anastasia and son Vladislav. All of them have Ukrainian citizenship and live in Odesa.

The document states that the family owns several properties in Odesa. Some of them are registered directly to the official, others are registered to family members or are jointly owned. In particular, Neuhodnikov owns a 126.8-square-meter apartment purchased in 2010 for UAH 200,000. All members of his family are registered and actually live in this apartment.

In addition, the official's wife owns a non-residential premises of 54.1 square meters, which she purchased in 2014. At the time of purchase, its value exceeded UAH 407 thousand.

In 2025, new objects appeared in the declaration - a land plot of 927 square meters and a residential building of 298.1 square meters. They are jointly owned: 50% are registered to the official's wife, and the other half to Nina Cheredniuk. Neuhodnikov himself and his children have the right to use this property and actually live there. The declared value of both the land plot and the house at the time of acquisition is UAH 200 thousand for each object.

The declaration also reflects vehicles used by the family. In particular, the official owns a 2011 Toyota Highlander, purchased in the same year for UAH 280 thousand. In addition, in 2025, the family started using another car - a 2014 BMW X4. The owner of this vehicle is the father of the official's wife, Yulii Tsal-Tsalko, and the wife herself uses it for free. The cost of the car is not indicated in the declaration.

The main income of the family in 2025 came from salary and business activities. The official declared almost UAH 1.3 million in income. Out of this amount, he received UAH 295 thousand as a salary at the Odesa District State Administration, and another UAH 989 thousand at the Odesa Regional Center for Emergency Medical Care and Disaster Medicine.

His wife declared 142 thousand hryvnias of income from her job at the National University"Odesa Law Academy". At the same time, the bulk of her earnings came from entrepreneurial activity - UAH 580 thousand.

In addition, the official's wife received a gift in kind worth UAH 400 thousand from Nina Cheredniuk. According to the law, such gifts can only be given by close relatives.

The declaration also includes cash savings of the family. In particular, the official declared 200 thousand hryvnias and 10 thousand US dollars. His wife keeps 445 thousand hryvnias and 10 thousand euros in cash.

In his annual declaration for 2025, MP Mykola Skoryk also declared real estate, vehicles, and expensive watches. At the same time, some of this property is formally registered in the names of other persons, but is actually used by the MP and his family members.
