The city of Pervomaisk, Mykolaiv region, has selected contractors to clean the streets and plant greenery. The total value of the two tenders announced by the local authorities exceeds UAH 6 million, and the winners were selected without competition.

This was reported by the CPR.

According to the information published on the Prozorro platform, the Housing and Communal Services Department of the Pervomaisk City Council held two tenders. The first one concerned cleaning and sweeping streets, as well as maintaining green areas along the roads. The budget for these services was UAH 4.7 million. The second tender covered landscaping and maintenance of green spaces worth UAH 1.5 million.

The right to clean the streets in the city was granted to a local company, Chist-KOMP, which agreed to perform the work for UAH 3.4 million, which is UAH 1.3 million less than the budget.

According to YouControl, the company was founded in 2021. Its head is Ihor Ishchenko, and the owners include Oleksandr Yurchenko and Mykola Shvets. The main activities of the company are related to the collection of non-hazardous waste, as well as the cultivation of grain crops, sawmill production, and mixed agriculture.

The winner of the landscaping tender was private entrepreneur Olena Mokriak. She registered her sole proprietorship in Pervomaiskyi district in July 2022, during the full-scale war. According to YouControl, her main activity is online retail.

It is worth noting that both procurements took place in the format of open bidding with peculiarities, but there was no competition among the participants, and the choice of contractors was actually without alternatives. The services are to be provided from April 1 to December 31.

Intent has already written that the landscaping in Pervomaisk will affect a number of iconic locations, including Liberation Square, Heavenly Hundred and Victory Squares, Odeska Street and Molodizhny Park. More than 9.7 thousand flowers and a hundred boxwood bushes will be planted, as well as the existing plantings will be maintained. The project will include planting new bushes and flowers, loosening the soil, watering trees, and pruning branches. It is also planned to clear lawns and flower beds of debris and fallen leaves, mow the grass, and remove cut branches.
