The Housing and Communal Services Department of Pervomaisk City Council plans to spend UAH 1.5 million from the local budget on landscaping and maintenance of the city's green areas in 2025.

The tender for the selection of a contractor was announced on March 7 via the Prozorro public procurement system.

Services must be provided from April 1 to December 31.

The project includes planting new shrubs and flowers, loosening the soil, watering trees, and pruning branches. It is also planned to clear lawns and flower beds of debris and fallen leaves, mow the grass, and remove cut branches.

The landscaping will affect a number of iconic locations, including Liberation Square, Heavenly Hundred and Victory Squares, Odeska Street and Molodizhny Park. More than 9.7 thousand flowers and a hundred boxwood bushes will be planted, as well as the existing plantings will be maintained.

The client explained that such measures are aimed at making the city more comfortable and attractive for residents and visitors, as well as maintaining the ecological balance.

Bids from participants are accepted until March 15, and an auction in the format of open bidding with special features, which provides for a reduced deadline for submitting bids and appeals, is scheduled for March 17.

The open bidding format with special features provides for a shortened procedure. The period for submitting bids lasts seven calendar days, and the period for challenging qualifications is five calendar days. As a result, the auction may not take place, and participants will have no competitors.

In 2022, the Cabinet of Ministers of Ukraine temporarily changed the rules of bidding due to martial law. In particular, the government has allowed procurement without electronic auctions, so tenders in Prozorro can be held without competition between participants.

Pervomaisk is also looking for a contractor to clean the streets and maintain green areas along the roads. They are ready to spend almost UAH 5 million on this.
