Odesa's City Technologies Wins ₴1.5M Dredging Contract Without Tender

In Odesa region, a non-tender procedure was used to conclude a contract for dredging the connecting channel between the Tiligul estuary and the Black Sea with Odesa-based City Technologies LLC for UAH 1.5 million.

This was reported by the Center for Public Investigations.

As it became known from the public procurement platform Prozorro, the contract was awarded without using the electronic procurement system and without holding an open tender. The customer, the Tiligulsky Regional Landscape Park, used the provisions of Cabinet of Ministers Resolution No. 1178, which allows direct contracts to be concluded without competitive procedures during martial law.

The agreement was signed on April 23, 2025, with Odesa-based City Technologies LLC. The company has until August 31 to complete all the work. There was no competition for the contract between the contractors.

According to the youcontrol analytical system, City Technologies LLC was registered in Odesa in 2020. The main profile is construction, but the company also claims to be engaged in equipment installation, equipment repair, and vehicle rental.

In 2021, the head of the company changed: Serhiy Chyhidin was replaced as director by Vladyslav Perehudov, who also became the sole beneficiary of the company. This is not the first budget contract for the company; last year, the company also signed a contract with the Department of Capital Construction of the Odesa Regional State Administration for more than UAH 12 million.

Meanwhile, in the Izmail region, the Ukrainian Sea Ports Authority (USPA) has planned to dredge a canal in the Danube Delta. A tender worth almost 78 million was announced, but it was canceled due to the lack of proposals.

Earlier, the Southern Branch of USPA held a tender to select a company that will be paid for the maintenance of the vessels.
