Deputies of the Odesa Regional Council plan to appeal to the Verkhovna Rada with a request not to adopt the draft law on the digitalization of enforcement proceedings.
According to the draft decision, the appeal was initiated by the Batkivshchyna faction.
The appeal states that the draft law provides for the automated collection of funds and property from debtors, including housing, if its value exceeds approximately UAH 160 thousand. The document emphasizes that such a provision could lead to "mass evictions of citizens" and violation of the right to housing.
Draft Law No. 14005 "On Amendments to Certain Laws of Ukraine on Simplification of Enforcement Proceedings through Digitalization" was adopted by the Verkhovna Rada on November 4, 2025.

MPs also draw attention to the risks of automatic blocking of funds that may affect internally displaced persons, the military, and socially vulnerable groups, as there are more than 8 million debtors in Ukraine under various types of obligations.
The draft states that the adoption of the bill in its current version could create social tension and contradicts the principles of justice.
In the appeal, the deputies ask the parliament not to support the draft law and to revise it to take into account social risks and guarantees for the protection of single-family housing.
Deputies of the Odesa Regional Council convened a session on December 4. The agenda includes several high-profile personnel and financial decisions. Among them is a project to dismiss the director general of the regional medical center ,Vadym Shukhtin , due to financial and organizational violations found during an inspection of the institution. In addition, the deputies are to consider and approve the regional budget for the next year, as well as targeted programs.
