Odesa region is third in Ukraine in terms of the number of lawyers

Odesa region became the third largest in Ukraine in terms of the number of lawyers - as of October, there were 4,000 lawyers in the region16.

According to analysts of the Opendatabot platform, Odesa region is one person ahead of Dnipro region in terms of the number of lawyers.

Most lawyers are registered in Kyiv region: 9 thousand 258 or 18%, in the capital - 5 thousand 550 or 11%.

Currently, 52,960 lawyers are working in Ukraine, according to the Unified Register of Lawyers as of the end of October. Back in the summer, the Ukrainian National Bar Association reported 53,361 active professionals, so in the fall the list was reduced by 401 representatives. At the same time, since the beginning of the full-scale invasion, the number of lawyers in Ukraine has increased by 8%. Currently, the profession remains predominantly male - 59% of the lawyers in the registry are men.

Also, the State Tax Service of Ukraine opened 931 proceedings against companies in Odesa region in 11 months of 2025. These are enforcement proceedings to collect fines, taxes and fees from businesses in favor of the State Tax Service. There are 267 such proceedings in Mykolaiv region and 330 in Kherson region.

More than 2 million fines for traffic violations are accrued in the Unified Register of Debtors as of the end of October 2025, and 75% of the proceedings have been closed, although they have not been paid.

People aged 25 to 45 are the most likely to violate traffic rules (64% or more than 1.28 million debts). Drivers under 25 account for 13% of fines (about 252 thousand). Another 23% (approximately 469 thousand) of debts are owed by violators over 45 years old. During the full-scale war, the number of unpaid fines increased by 43%. And compared to 2024, the number of fines in 2025 increased by 6%.
