Odesa Police Seeks New Supplier for DJI Drones After Initial Deal Fails at ₴9.74M

The Main Directorate of the National Police in Odesa Oblast conducted a procurement in the format of a request for proposals to determine the most advantageous supplier of DJI Mavic 3T Enterprise quadcopters, but the company with the cheapest offer refused to sign the agreement.

This became known from the electronic procurement system Prozorro.

In its letter to the police, Optomax Limited Liability Company, which offered the goods for UAH 9 million 740 thousand, said it was forced to refuse to sign the agreement due to the inability to deliver the goods on time in accordance with the procurement requirements.

So now the private enterprise BudKapital Plus is waiting for the deal to be signed, ready to sell drones to the police for UAH 10 million 985 thousand. In addition to them, three other companies participated in the bidding.

According to the YouControl service, BudKapital Plus was registered in Zhytomyr in 2022. The owner is Norayr Manukyan from Khmelnytskyi region. Instead, Optomax Limited Liability Company was registered in Khmelnytskyi region in 2024 and is owned by Vadym Shevchuk.

"Request for (price) proposal" is a procurement method through Prozorro Market that can be used by the customer to determine the best price.
