Odesa Ophthalmologist Fined ₴68K for False Declaration and

The Frunzivskyi District Court of Odesa Region sentenced Lyubov Kozhukharenko, an ophthalmologist at the Zakhariv Multidisciplinary Hospital, to a fine of UAH 68,000 and disqualification to hold positions or engage in activities related to the performance of state or local government functions for a period of one year.

According to the court' s verdict, she was found guilty of intentionally entering knowingly false information in the declaration.

The woman is a member of the military medical commission and in 2023 became the owner of 10 apartments and four non-residential premises for a total of UAH 10 million 638.6 thousand, and also concealed a land plot that she purchased in 2022 and which is worth UAH 433 thousand 136.

In her declaration for 2023, Liudmyla Kozhukharenko mentioned only a 63-square-meter apartment she purchased in 2023 and a 1997 VAZ car. At the same time, the woman indicated that she earned 421 thousand hryvnias as a doctor that year. She earned another 23 thousand hryvnias at Avon Cosmetics Ukraine. The doctor also did not indicate any monetary assets or savings.

Interrogated in court, the accused pleaded guilty to the criminal offense, repented and explained to the court that she agreed with the facts stated in the indictment. She confirmed the factual circumstances of the case, did not dispute the time, place and manner of committing the criminal offense.

Thecourt took into account that the accused admitted her guilt, repented and assessed this as a mitigating circumstance in the form of sincere remorse. According to the judges, the defendant's sincere remorse was undoubtedly evidenced by her testimony at the court hearing, according to which she not only reported all the circumstances of the criminal offense, but also expressed sincere regret for its commission, repeatedly reported that she was aware of the inadmissibility and illegality of her actions.
