Odesa dismissed the chief of transport of the executive committee

Acting Odesa Mayor Ihor Koval has dismissed Oleh Lysyi, director of the municipal property institution Motor Transport of the Odesa City Executive Committee.

According to the Center for Public Investigations, Oleh Lysyi resigned by agreement of the parties.

Oleh Lysyi was appointed to this position on December 26, 2024. In 2025, he filed a declaration for 2024, in which he indicated that he had an apartment in Odesa with an area of 46.7 square meters, a plot of land with an area of six acres in Sychavka and 10 acres in Lymanets. He also has a 334.6-square-meter house there. He also owns a 13.8-square-meter parking space in Odesa. His wife is a co-owner of a 73.2-square-meter apartment in Odesa and owns a 12.7-square-meter parking space.

In 2024, Oleh Lysyi purchased a 2017 Toyota Camry, and his wife purchased a 2018 Lexus NX 300. Hanna Lysa also has a 2017 Toyota Prius, which she purchased in 2023, and Oleh Lysyi has a boat "Kazanka".

In that declaration, the director of the institution indicated that his family prefers cash. In particular, he had 2.5 million hryvnias and 7 thousand euros, and his wife had 5.5 thousand euros, 17 thousand US dollars, and 170 thousand hryvnias.

The Motor Transport Enterprise of the Odesa City Executive Committee is a non-profit budgetary institution and is financed from the budget of the Odesa City Territorial Community.

The institution was established to meet the needs of executive bodies, enterprises and institutions of Odesa City Council for transportation services in a high-quality, complete and timely manner.

The main activities and functions of the Institution are:

Activities that require a special permit or license shall be carried out by the Institution in the presence of appropriate permits and licenses.

The institution has separate property, an independent balance sheet, accounts with the State Treasury Service of Ukraine, a seal with its name and identification code, forms and stamps necessary for organizing its work.

In January, acting Odesa Mayor Ihor Koval dismissed Serhiy Gurov, head of the Odesa City Council's Corruption Prevention Department, from his post.
