Head of Corruption Prevention Department of Odesa City Council Resigns

Acting Odesa Mayor Ihor Koval has dismissed Serhiy Gurov, head of the Corruption Prevention Department of the Odesa City Council.

According to the Center for Public Investigations, the relevant order was published by the press service of the mayor's office.

According to the document, the official resigned by agreement of the parties. Serhiy Gurov was appointed to this position in March 2025. In his declaration for 2024, he indicated that he had purchased a 2012 Volkswagen CC for 150 thousand hryvnias. The official's wife also owns a car, a 2021 Renault Duster, which she purchased in the same year, 2021.

The family's income in 2024 was Serhiy Gurov's salary (not yet from the mayor's office) of UAH 335 thousand, his pension of UAH 241 thousand, his wife's salary of UAH 266.8 thousand, and her income from renting out property of UAH 7.6 thousand. The family's savings consisted of 500 thousand hryvnias for Serhiy Gurov and 20 thousand US dollars for his wife.

The department, among other things, develops, organizes and controls measures to prevent corruption and corruption-related offenses in the executive bodies of Odesa City Council. Controls compliance with anti-corruption legislation in executive bodies, municipal enterprises and institutions of Odesa City Council. Ensures protection of subordinate employees of executive bodies of Odesa City Council who have reported violations of the Law of Ukraine On Prevention of Corruption from negative measures of influence by their direct supervisor in accordance with the legislation on whistleblower protection.

It also informs the city mayor, the National Agency for the Prevention of Corruption, and other specially authorized entities in the field of combating corruption about the facts of violation of legislation in the field of preventing and combating corruption.
