Odesa court selects videoconferencing system supplier for 5 million

The Odesa District Administrative Court has held a tender to select a company that will be paid to supply a video conferencing system.

As reported in the Prozorro electronic procurement system, it is a set of equipment for audio and video recording, courtroom protocols and videoconferencing.

The procurement was conducted in the format of an open tender with special conditions, and the only participant was Marmax Company, a limited liability company. According to the YouControl service, the company was registered in 2024. The owner is Maxim Siminsky.

Open bidding with special features implies that almost all terms are shorter than in open bidding under the Law on Public Procurement. This means that this procurement is much faster than open tenders.

With the beginning of the full-scale aggression of the Russian Federation, procurement in the format of open tenders with the peculiarities of reduced procedure terms and no competitors for the winners began to prevail over others.

Therefore, the year before last, the Cabinet of Ministers of Ukraine temporarily changed the rules of bidding for the period of martial law in Ukraine and within 90 days from the date of its termination or cancellation.

The government temporarily canceled electronic auctions. Since then, tenders announced in Prozorro can be held without an auction.

For example, the Department of Municipal Economy of the Odesa City Council held a procurement to select a company that would pay for the restoration of an apartment building. The only participant was a limited liability company called Stikon. The company is to receive UAH 5 million 632.2 thousand after the agreement is concluded.
