In Odesa, a contractor was selected for the third time to restore a high-rise building

The Department of Municipal Economy of the Odesa City Council has conducted a tender to select a company that will pay for the restoration of an apartment building.

As reported in the Prozorro electronic procurement system, it is a house at 40 Prokhorovska Street, building 6, damaged as a result of the armed aggression of the Russian Federation.

The contractor will have to overhaul the building. The company expects to receive UAH 5 million 632.2 thousand after the conclusion of the agreement. This is the third attempt to select a contractor for this procurement. The first two were in September and August, and both times the winner was Stikon.

It also won the third time. All three procurements were conducted in the format of open bidding with special features, and the company had no competitors. According to the YouControl service, Stikon LLC was registered in Odesa in 2003. Owners: Zhanna, Andriy and Leonid Kryuchkov. The renovation is scheduled to be completed by December 31, 2025.

In August 2024, the same company won a tender in the same format from the Department of Municipal Economy of the Odesa City Council to select a contractor to restore an apartment building at 24 Serednya Street, damaged as a result of the armed aggression of the Russian Federation.

Open bidding with peculiarities means that almost all terms are shorter than in open bidding under the Law on Public Procurement. This means that this procurement is much faster than open tenders.

The period for submitting proposals is seven calendar days, and the period for challenging qualifications is five calendar days.

Often, there is no auction during such tenders, so the participant has no competitors.

According to the Ministry of Economy, from December 14 to December 20, 2022, 306 successful Prozorro tenders out of 347 were completed with one participant. That is, almost 90% of procurements during this period were made with a single bidder.

However, after the beginning of the full-scale invasion of the Russian Federation, the Cabinet of Ministers of Ukraine temporarily changed the rules of bidding for the period of martial law in Ukraine and within 90 days from the date of its termination or cancellation.

Thus, the government temporarily canceled electronic auctions. Since then, tenders announced in Prozorro can be held without an auction.
