The winner of a UAH 1.5 billion tender for the construction of the Bolhrad Group Water Supply System has been selected in Odesa Oblast. The winner was a company that had previously filed a complaint with the Antimonopoly Committee regarding this tender.

At the end of October 2025, the Infrastructure Restoration and Development Service in Odesa region announced two tenders for the construction of group water pipelines for agricultural water supply. The first tender was for the Suvorov group water pipeline with an estimated value of UAH 2.6 billion. The second was for the construction of the Bolhrad water pipeline - with an initial cost of UAH 1.5 billion.
The procurement for the Suvorov water pipeline was canceled. Problems also arose with the tender for the Bolhrad water pipeline. The only bidder to submit an offer worth UAH 1.5 billion was Automagistral-Pivden. On November 7, 2025, the company filed a complaint with the Antimonopoly Committee of Ukraine, claiming that the tender documents contained discriminatory requirements.
The Antimonopoly Committee reviewed the complaint and dismissed it, and the auction was not canceled. The auction was held on November 27, 2025, and two companies participated: Avtostrada Group of Companies LLC and Avtomagistral-Pivden LLC, which filed the complaint. The latter lowered its price and was named the winner of the tender by almost one and a half billion hryvnias.
In June 2025, the new Prosecutor General of Ukraine, Ruslan Kravchenko, stated that the suspicions against Odesa-based Automagistral-Pivden LLC were legal, reasonable and confirmed by the results of forensic examinations. According to the prosecutor, his statement was a response to the company's request for a constructive dialog. The company accused law enforcement of a raider attack.
Automagistral-Pivden LLC is one of the major contractors of theBig Construction and has earned more than UAH 159 billion from public tenders. At the same time, the company is constantly under the scrutiny of law enforcement agencies and is involved in criminal proceedings, including the UAH 1.6 billion reconstruction of the Ivanivskyi overpass in Odesa.
According to YouControl, until September 2022, the owners of Avtomagistral-Pivden LLC were Valeriy Korotkov and Oleh Nalyvanyi from Odesa. Currently, the ultimate beneficiary is Oleksandr Boyko, a resident of Odesa region.
Despite the criminal proceedings and the rejected complaint to the AMCU, it is Avtomagistral-Pivden LLC that may receive a contract for the construction of the Bolhrad Group Water Supply System worth almost one and a half billion.
Recently, Odesa selected a contractor to restore the road surface after repairs to heating networks. The only bidder was Rostdorstroy, a company associated with the city's former government and numerous criminal cases.
