Odesa company to reimburse budget for poor quality repairs

A court has ordered a contractor from Odesa region to return funds for poor-quality repairs to a sports ground in Velykodolynske.

According to the Center for Public Investigations, the Odesa-based private enterprise Innovative Construction Platform (formerly Construction and Installation Enterprise 2015) must pay over UAH 600,000 to the Velykodolynske village council. This decision was made by the regional commercial court due to improper repair work.

The case was considered on the basis of a contract concluded in November 2021 for the overhaul of a sports ground on Tsentralna Street in Velykodolynske. The total cost of the project exceeded UAH 1.3 million. The contractor was Innovative Construction Platform, to which the customer paid almost a million hryvnias by signing the relevant acceptance certificates. An additional agreement reduced the contract price by UAH 350 thousand.

Later, the State Audit Service found significant discrepancies between the actual work performed and the data in the documents. In particular, the contractor applied incorrect prices for the work performed, the thickness of the gravel-sand mixture layer was less than specified, and other inconsistencies arose. Velykodolynske Village Council demanded damages from the contractor, but received no response.

The court ruled that the company's actions bore signs of a commercial offense, and the decision came into force on October 18. The owner of the Innovative Construction Platform, registered in May 2018, is Valeria Bulavenko from Pivdenne, Odesa Oblast.

Recently, BES analysts identified a risky procurement for the reconstruction of buildings and a boiler room at one of the educational complexes in Podil district of Odesa region. The customer planned to spend over UAH 80 million on the reconstruction.
