Odesa City Executive Committee reviews budget, generators and paid parking lots

From the budget to parking lots and compensation, Odesa's executive committee is scheduled to consider dozens of decisions affecting the city's life during the war. The meeting will focus on financial reporting, support for energy independence, and assistance to victims and IDPs.

On Thursday, May 28, a regular meeting of the executive committee of the city council is to be held in Odesa. The meeting is scheduled to start at 11:00 a.m. and will be broadcast live. The agenda includes issues of finance, transportation, social policy, housing assistance, landscaping and urban development programs.

One of the key issues will be the report on the implementation of the budget of the Odesa city territorial community for the first quarter of 2026, which is to be submitted to the city council. Officials are also planning to transfer material assets to the volunteer formation of the territorial community No. 1.

The meeting will consider a number of decisions related to the consequences of the war. Kyiv and Prymorskyi district administrations and the Department of Public Works will present issues related to compensation for destroyed or damaged real estate as a result of hostilities, terrorist attacks and sabotage.

A separate block will deal with energy independence. In particular, they plan to discuss the procedure for partial compensation for the purchase of generators, alternative energy sources and energy storage systems. In addition, the executive committee will consider changes to the city's program to support condominiums participating in the state programs ENERGODOM and GRINDIM, as well as the issue of providing financial assistance to one of Odesa's condominiums.

Among the transportation topics are proposals to set tariffs for the use of paid parking lots in the coastal zone of Odesa and to change their operating hours.

Officials also plan to discuss changes to the Unbreakable Odesa program, the city improvement program, and the Safe City of Odesa program. The issue of tariffs for the services of the city council's rescue and diving service will be discussed separately.

The social block will consider decisions on granting or denying housing assistance to certain categories of internally displaced persons who lived in the temporarily occupied territories. The agenda also includes the training of workers at the expense of the city budget and a number of decisions in the field of outdoor advertising.

Property issues include the transfer of non-residential premises to the municipal institution"Veteran Hub" and the acceptance of a vehicle into municipal ownership, which Odesa will receive as humanitarian aid.

On May 18, the executive committee was convened for an extraordinary meeting due to amendments to the decision of June 19, 2025 "On Determining the Need of the Territorial Community of Odesa in the Fund of Civil Defense Facilities".

After amending the decision, it was determined that during the special period, Odesa needs 70 protective shelters of class A-IV. These structures must be able to withstand a shock wave and protect against radiation exposure. In addition, the city needs 3,626 radiation protection shelters and 124 more mobile shelters for the public.
