The Capital Construction Department of the Odesa City Council has ordered major repairs to the school at 10 Mykhailivska Square, which was damaged by a Russian missile strike. The main works include replacing the windows. However, in the spring, the windows were already replaced at the expense of a charitable foundation.
This was reported in an investigation by Nashi Hroshi journalists.
After the missile strike in December 2023, the blast wave destroyed windows, doors, and damaged the school's facade. Cracks appeared on the walls and plaster collapsed. In May, the Leroy Merlin Solidarity Foundation replaced some of the windows in the school.
In August, the Capital Construction Department signed a contract with Consulting-Bud to carry out the repairs. The total cost of the work is 32.5 million hryvnias, of which 5.65 million will be spent on installing metal-plastic windows. However, the documentation does not specify the characteristics of the windows themselves.
The contract price is dynamic, which means that the actual payment may differ from the estimate.
Consulting-Bud, a company registered in Kyiv and owned by Liubomyr Kozhushko from Lviv, has previously won contracts worth UAH 123.3 million. This contract to repair a school in Odesa was the most expensive for the company.
The State Audit Service has also taken an interest in this tender and is currently checking it for possible violations.
Meanwhile, the Capital Construction Department of the Odesa City Council held another tender to select a contractor for the reconstruction of the building of school No. 39 at 20 Uspenskaya Street.
Prior to that, Odesa City Council selected a contractor to restore the surgical pavilion of Hospital No. 1, known as the Jewish Hospital. There was only one bidder, so the Capital Construction Department did not have to choose between the cheaper bidders.
Earlier, the reconstruction of Odesa Maternity Hospital No. 5, for which UAH 175 million was allocated, attracted the attention of journalists due to possible overpricing of construction materials and equipment. The project is being financed by a loan from the European Investment Bank, with VAT covered by the local budget.
