Since the beginning of the year, 197 new sole proprietors in the legal sector have been registered in the Odesa region. This has placed the region among the top four in Ukraine in terms of this metric.

The Odesa region was surpassed in the number of new sole proprietorships with legal KVED codes only by Kyiv, the Dnipropetrovsk region, and the Kyiv region.
In the Mykolaiv region, 62 new sole proprietorships in the legal sector were established during the specified period, and 13 in the Kherson region.
The southern regions did not make it onto the list of leaders in terms of new company registrations in the legal sector. In the Odesa region, 24 such companies were established, and in the Mykolaiv region, 6.
Limited liability companies (LLCs) became the most common form among new law firms nationwide.
As Intent previously reported, since the beginning of 2026, nearly 17,000 new sole proprietorships have been registered in the Odesa region, allowing the region to enter the top 5 most active business regions in Ukraine. Overall, over the course of nine months, the number of active entrepreneurs in the region grew by more than 5,000.
In terms of the growth in the number of small businesses opened, the Odesa region was surpassed only by the Dnipropetrovsk region (22,300) and the Lviv region (17,200).
At the same time, Odesa Oblast ranked third in terms of sole proprietorships closing. During this period, 11,500 sole proprietors ceased operations in the region. Despite this, the region saw 5,143 more sole proprietorships open than close.
