Mykolaiv region's highway restoration estimated at UAH 30 billion

The cost of rebuilding roads in Mykolaiv region after the full-scale war was estimated at almost UAH 30 billion. A significant part of the road network was damaged or destroyed during the hostilities and occupation, which complicated evacuation, logistics and communication between the communities of the region and Kherson region.

This is stated in the Program of Economic and Social Development of Mykolaiv Oblast for 2026.

Since the beginning of Russia's full-scale invasion, 1,117.6 km of public roads of local importance have been in the zone of active hostilities, which is 33.7% of their total length. Of these, 508.7 km have been under occupation for some time. According to preliminary estimates, almost 289 km of roads were damaged or destroyed, which significantly hampered transportation between communities in the Mykolaiv and Kherson regions.

Damage to the roads has increased the time required to evacuate the population and deliver humanitarian aid, agricultural products and cargo, including military supplies.

Over UAH 9.57 billion is needed to restore local public roads. Of this amount, about UAH 3.03 billion is planned to be spent on bringing the main school bus routes into proper operating condition. At the same time, the restoration of roads of national importance requires almost UAH 19.9 billion more.

In 2025, UAH 304.9 million was allocated from the state budget reserve fund for the restoration of local roads in Mykolaiv region. The funds were used, in particular, to carry out work at the request of the Armed Forces of Ukraine and to provide access to four evacuation routes from Kherson region with a total length of 236.8 km.

In addition, UAH 137.1 million was allocated from the general fund of the state budget for the development of the network and maintenance of local roads.

The program also states that as a result of Russia's military aggression in the region, buildings of road transport companies, contact networks and other transport infrastructure facilities, as well as a significant number of vehicles of private and municipal companies that carry out transportation in the Mykolaiv region, have been damaged.

Since the start of the full-scale invasion, the Mykolaiv Local Roads Agency has spent billions on maintaining and restoring the road network. At the same time, a large part of the contracts were awarded to the same companies without real competition, and some procurements were accompanied by audits due to violations.
