Mykolaiv entrepreneur earned a million on a criminal procurement scheme

SBI officers served a notice of suspicion to the head of the Mykolaiv Housing and Maintenance Department. The official is suspected of embezzling UAH 1.4 million allocated from the state budget for the needs of the Defense Forces.

This was reported by the State Bureau of Investigation.

The official was supposed to purchase fuel wood for the needs of the Armed Forces to fulfill a mobilization task. Knowing the real cost of the products, the suspect organized a scheme to make money on procurement. Through a shell company, he purchased wood from forestry enterprises of the State Enterprise "Forests of Ukraine" and then supplied it to his own department at twice the price. This allowed the executive to earn more than UAH 1.4 million.

To ensure compensation for the damage caused to the state, the official's property was seized. The manager has been dismissed from his position and served a notice of suspicion of embezzlement of property by abuse of office, committed by a group of persons, under martial law, on a particularly large scale (Part 5 of Article 191 of the Criminal Code of Ukraine).

The sanction of the article provides for a sentence of up to 12 years in prison. Procedural supervision is provided by the Mykolaiv Specialized Defense Prosecutor's Office of the Southern Region.

The State Bureau of Investigation and the National Agency for the Prevention of Corruption found unjustified assets worth almost UAH 3 million in the family of the head of a department of the Strategic Investigations Department in Odesa region of the National Police of Ukraine.

These are Lexus ES 250, 2016, Mercedez-Benz GLK 220 CDI, 2011, Mercedez-Benz GLE 350D, 2017, which were purchased by the official's mother, father and mother-in-law in 2000-2021. However, the movable property was actually used by the police officer and his wife.

As noted in the SBI, the Lexus ES 250 was purchased under the contract for UAH 750 thousand, the Mercedes-Benz GLK 220 CDI, 2011 for UAH 425 thousand 156, and the Mercedes-Benz GLE 350D, 2017 for UAH 838.5 thousand (with a minimum market value of UAH 1 million 676.9 thousand).

The SBI has forwarded the materials on the identified signs of unreasonableness of the assets to the SAPO, and the SAPO prosecutor has already filed a claim with the HACC for more than UAH 2.8 million.
